A leading government ministry in the Middle East embarked on a finance
transformation initiative to modernize its budgeting and planning processes and
systems with a particular focus on workforce planning, and capital planning
processes. This was a major transformation program supporting approximately
160+ planning system users across 8 departments and overseas branches of the
organisation.
The organization wanted to replace fragmented excel based planning and budgeting
activities with a centralized SAP Analytics Cloud (SAC) platform that could automate
budgeting across multiple departments while integrating seamlessly with SAP
S/4HANA and SAP SuccessFactors, it’s chosen ERP and Human Resource
Management solutions.

The Challenge
The existing budgeting environment relied on disconnected planning processes using Excel as its core planning tool and lacked a centralized platform for managing financial plans across departments.

What CloudScouts Delivered working in Partnership with the client team
CloudScouts designed and implemented a centralised SAP Analytics Cloud planning solution to streamline budgeting, improve collaboration, and automate planning processes across the organisation, addressing the key pain points and challenges experienced by the client. The engagement commenced in July 2023 and was completed in November 2025, with implementation delivered in phases. The initial phase covered OPEX and CAPEX planning, followed by procurement planning, with workforce planning subsequently delivered as part of the broader planning transformation.
